DO I NEED ANY SORT OF LICENCE TO DRIVE A BOAT THAT IS 14FT IN UK WATERS?

-No you do not. YOU do not, but the boat does! On almost all inland waters boats are taxed for use on the water the way a car is taxed for use on the roads. I live near the Norfolk Broads and i have a little 10' Dinghy with a small 3hp outboard motor on it, the River licence for it is 拢96 plus you have to have 3rd Party Liability insurance which costs me another 拢65. The waterways use licences are annual (though you can often get a 2 week short stay licence) and based on the size of the craft.No you do not. YOU do not, but the boat does! Where I'm from, any vessel that has an engine or motor requires a boating license.
