Does a pontoon boat have liquid in the pontoon or water?

-my pontoon/party barge has a drainage on each side but it doesnt drain the front is that for a reason? it sounds like theres water in the front ones do they have liquid in them for balance or is it really water that needs drained by drilling holesAs everyone already covered there shouldnt be anything inside of them besides air.
Should only be air. Try tipping or leaning the boat so the water drains out.
They are supposed to be filled with air and nothing else.
